Lincoln-Lancaster County Animal Control bans dogs (and most animals) from running at large. Off your property a dog must be leashed and under control. All dogs over six months must be licensed with a current rabies vaccination.
Lincoln Municipal Code 6.04.120 prohibits any kept or harbored animal, except pigeons, from going loose or running at large, so dogs must be leashed and controlled off the owner's property. LMC 6.04.330 further makes it unlawful to tether an animal so it reaches a public sidewalk or street, or to leave it unattended while tethered. Nebraska Rev. Stat. 54-607 backs this at the state level, fining owners of dogs running at large without the required collar. Animal Control is a joint City of Lincoln and Lancaster County service; the leash rule applies citywide, with the county nuisance code covering unincorporated areas.
