Montgomery County has no countywide leash ordinance — your borough or township sets that. Statewide, PA's Dog Law requires every dog to be confined, secured, or under reasonable control. In county parks, dogs must be leashed on a leash no longer than 6 feet.
Pennsylvania counties do not enact general animal-control ordinances; leash rules are set by each of Montgomery County's 62 boroughs and townships. But state law fills the gap: the PA Dog Law (3 P.S. §459-305) makes it unlawful for any owner to let a dog run loose — it must be confined on the premises, secured, or under a person's reasonable control at all times.
