Unincorporated Spokane County prohibits dogs running at large. Off the owner's property a dog must be on a leash, tether, or chain no longer than 8 feet, except in a designated off-leash area. SCRAPS enforces countywide.
Spokane County Code 5.04.070 makes it unlawful for a dog owner or keeper to let a dog run at large in the county, licensed or not. A dog is 'at large' when physically off the owner's premises and not secured by a leash under the handler's control not exceeding 8 feet (SCC 5.04.020). Dogs are also barred from entering food establishments and public buildings, chasing vehicles, running in packs of three or more, and roaming while unaltered at six months or older. The Spokane County Regional Animal Protection Service (SCRAPS) is the enforcing authority for unincorporated areas and contract cities.
Leash and at-large violations are civil infractions; the penalty is the IRLJ 6.2(b) unscheduled-infraction amount, plus $25 more for a second violation within twelve months (SCC 5.04.130).
