San Mateo County Ordinance Code Title 6, Chapter 6.04 requires all animals to be: (1) on a leash held by a competent person when on any public street, sidewalk, park, school ground, or public property; (2) on an approved enclosed premises; or (3) tethered and controlled on unenclosed property. Electric and invisible fences do not constitute approved enclosures. No voice-control exemption exists. Cats and service animals under full control are exempt. Animal control services via Peninsula Humane Society & SPCA at (650) 340-8200.
Off-leash: $50 to $200 citation. Failure to clean up: $100 to $500. Unlicensed dog: $50 to $250. At-large dog: impound fees.
