Ohio has no county 'leash law' ordinance; instead ORC 955.21 sets a statewide confinement duty the Hamilton County Dog Warden enforces in all 40+ municipalities and townships. A dog must be kept physically confined or restrained on the owner's premises by a leash, tether, adequate fence, supervision, or secure enclosure, or kept under the reasonable control of some person, except while lawfully hunting or engaged in a supervised field trial. A dog off its premises and uncontrolled is 'running at large,' and the Dog Warden may impound it. Individual cities (Cincinnati and others) may add stricter local leash rules under ORC 955.10.
Under ORC 955.99, a violation of 955.21 is fined $25-$100 for a first offense and $75-$250 with up to 30 days jail for later offenses. An at-large dog may be impounded by the Dog Warden.
