Nevada County Code Title 8 prohibits any dog or other animal from being 'at large' off its owner's premises. An animal is deemed at large when it is off the owner's property and not under direct control by leash, chain, tether, adequate fence, or other effective device. Violations carry impoundment, redemption fees, and administrative penalties.
Title 8, Chapter 1 of the Nevada County Code defines 'at large' as any time an animal is off the owner's premises and not under the direct control of the owner or custodian. Acceptable means of direct control are a leash, chain, tether, adequate fence, or other effective device. Dogs must wear a current rabies vaccination tag and County license tag. At-large animals may be impounded by Animal Services; redemption requires payment of impound fees, daily care fees, and any unpaid license fees. Sterilization may be required as a condition of redemption for repeat violations. Inside city limits (Grass Valley, Nevada City, Truckee) the cities' own leash codes apply - Nevada City's leash limit is six feet under Title 6.
Administrative fines start in the low-$100 range for a first at-large violation and escalate with repeat offenses; impound and daily boarding fees apply on top. A dog declared 'potentially dangerous' or 'vicious' after a bite incident becomes subject to enhanced confinement and insurance requirements.
