Full Breakdown

Under Sec. 4.02.001(C)(1), all dogs must be kept under restraint at all times. Restraint means secured by a leash or lead not exceeding 20 feet, kept within the owner's property lines, or inside a vehicle parked or being driven. A dog off its owner's property and not under restraint is legally "at large." Working dogs actively performing tasks, dogs at a County Bark Park or organized show, and dogs in licensed training are exempt from the leash requirement but must stay at heel or under reasonable voice control. Animal control officers or County Police may seize and impound a loose dog.
