All Rockland County municipalities require dogs to be leashed in public places under NY Agriculture and Markets Law Article 7 and local codes. Leashes are typically limited to 6 feet. Off-leash is permitted only in designated dog parks such as the Clarkstown and Orangetown dog parks.
NY Ag and Markets Law Section 124 authorizes local governments to enact leash and running-at-large laws. Clarkstown Code Ch. 88 requires dogs to be leashed (maximum 6 feet) in all public places with fines escalating for loose dogs. Ramapo Code Ch. 130 imposes the same 6-foot rule and requires owner control at all times. Orangetown Ch. 4A applies countywide-style leash rules to town parks. Haverstraw Ch. 89 and Stony Point Ch. 86 follow. Rockland County Parks (Kennedy Dells, Rockland Lake State Park managed with NY State Parks) follow a 6-foot leash rule enforced by park rangers. Designated off-leash areas include Germonds Dog Park in West Nyack (Clarkstown) and the Orangetown Dog Park. Retractable leashes beyond 6 feet are not considered compliant in most Rockland town codes. Service dogs are exempt under NY Civil Rights Law 47 and the ADA but owners remain responsible for waste cleanup.
