(a)No person shall cause, permit, or allow a Dog or cat to stray or in any manner to run At Large, unless the Dog or cat is leashed, in any of the following circumstances:(1)Upon any public street, sidewalk, or other public property unless specifically allowed through other ordinance, resolution, or Board action;(2)The property of another;(3)Common areas of condominium, mobile home park, or other aggregate living where the property is held by an owners association or similar entity.(b)This section shall not apply to any Dog actually engaged in the sport of hunting in authorized areas at authorized times and supervised by a competent Person; Dogs used by State, County or municipal law enforcement forces in the exercise of their duties; or Dogs used to work livestock in areas of Sarasota County designated as Rural areas under the Future Land Use Map.

Sarasota County's leash law applies equally to dogs and cats. Sec. 14-41(a) makes it unlawful for anyone to cause, permit, or allow a dog or cat to stray or run At Large unless it is leashed, and specifically bars unleashed animals from public streets, sidewalks, or other public property; the property of another person; and shared common areas of a condominium, mobile home park, or other association-governed community. 'At Large' is defined in Sec. 14-35 as off the owner's premises and not under the owner's Direct Control, custody or possession, such as by a leash, fence, cord or chain of sufficient strength to restrain the animal.

Three narrow exemptions appear in subsection (b): a dog actually engaged in lawful hunting, in authorized areas and times, under a competent handler; dogs used by state, county or municipal law enforcement while on duty; and dogs used to work livestock in areas the County's Future Land Use Map designates Rural. Subsection (c) authorizes Animal Services Officers to impound any at-large dog or cat and to enter private property to capture and impound it. Subsection (d) offers a one-time break to first-time offenders: if the owner of an unaltered animal produces proof within ten business days of the Citation that the animal has since been spayed or neutered, the officer may void or cancel that first Citation.

Repeat violations escalate sharply under Sec. 14-52(a)(7)-(8): a third at-large violation within 18 months can bring court-ordered sterilization proof, mandatory pet-ownership classes, community service, a cap on the number of animals in the household, or mandatory microchipping, and a fourth or subsequent violation lets the court order the animal forfeited to Animal Services for adoption or humane disposition.

Violations & Fines

A first at-large Citation carries a civil penalty of up to $500.00 (Sec. 14-52), but it can be voided if the animal is sterilized within ten business days. A third violation within 18 months triggers court-ordered sterilization proof, training classes, or an animal-count limit; a fourth or subsequent violation lets the court order the animal permanently forfeited to Animal Services.
