Under ORC 955.22(C), owners must at all times either keep the dog physically confined or restrained on their premises (leash, tether, adequate fence, supervision, or secure enclosure) or keep it under the reasonable control of some person, with an exception for lawful hunting. The Summit County Division of Animal Control (Dog Warden) enforces the statute for loose dogs across the county's townships and municipalities. Incorporated cities such as Akron, Cuyahoga Falls, and Stow layer their own leash ordinances on top; check your city code for full-time leash mandates in parks and public areas.
Failure to confine or control a dog is a minor misdemeanor first offense under ORC 955.99, escalating with repeat or dangerous-dog cases; the Dog Warden may impound at-large dogs.
