Summary

York County requires every pet, animal or fowl in its parks to be on a tethered leash and under the owner's immediate physical control at all times. Voice commands and e-collars don't satisfy § 75-32.A(1); the only off-leash spots countywide are Rudy Park's Canine Meadows and Department-permitted dog training areas.

These county ordinances apply to unincorporated areas of York County. Incorporated cities within the county may have their own rules that take precedence over county-level regulations.

No person shall: (1) Fail to have his or her pet or other animal or fowl on a tethered leash and under the person's immediate control while within the park system. The use of voice command and/or electronic device for control is prohibited and does not constitute immediate control as required under this section. Dogs may only be unleashed in the following areas: (a) Inside Rudy Park - Canine Meadows off-leash designated area. (b) Inside identified dog training areas with valid permit from the Department.

Full Breakdown

A(1) of the York County Code requires every pet, animal or fowl brought into the park system to be on a tethered leash and under the handler's immediate control, and it specifically rules out voice command or an electronic device as a substitute, since the code states neither constitutes immediate control as required under the section. The only exceptions are the Canine Meadows off-leash area inside Rudy Park and any dog-training area the Department has identified, and even the training-area exception requires a valid permit.

Rudy Park's off-leash area has its own supplemental rules in § 75-33, which require dogs to be licensed, currently vaccinated, wearing identification tags and at least four months old, and to stay under the handler's immediate control even while entering and exiting Canine Meadows. A(2)-(5) bars bringing an animal onto the park system generally except designated riding areas for horses and draft animals, bans letting a dog or pet into a public building, pavilion or gazebo (service dogs excepted), and prohibits leaving a horse or other animal unattended unless securely hitched.

Subsection A(8) requires owners to clean up after their pet in designated areas, and A(13) authorizes a Park Ranger to euthanize an animal running at large that is judged a threat to public health and safety if no other means are available. Subsection B requires an owner whose pet bites a person to provide identification and health records to the Park Ranger Department within two days. Park Rangers enforce these rules under §§ 75-38 and 75-39, and a violation is a summary offense: $75 to $800 in fines plus costs and restitution, and up to 30 days in jail.

Violations & Fines

Letting a dog or other pet off-leash outside Canine Meadows or a permitted training area, or relying on voice or e-collar control, is a summary offense under § 75-39: $75 to $800 in fines plus costs and restitution, up to 30 days in jail. Failing to report a pet bite within two days under § 75-32.B is a separate violation.

Frequently Asked Questions

Can I let my dog off-leash if it's well trained and responds to voice commands?
No. § 75-32.A(1) explicitly says voice command and electronic devices don't count as immediate control. Your dog must be on a tethered leash everywhere in the park system except Rudy Park's Canine Meadows or a Department-permitted training area.
What are the rules to use the off-leash area at Rudy Park?
Canine Meadows under § 75-33 requires dogs to be licensed, currently vaccinated, wearing ID tags and at least four months old, with the handler maintaining immediate control at all times, including while entering and exiting the area.
What happens if my dog bites someone in a county park?
Section 75-32.B requires you to provide personal identification and your pet's health records to the Park Ranger Department within two days of the incident, separate from any citation for a leash violation, which carries a $75 to $800 fine plus costs.
