Cities ban dangerous exotic pets. Blaine Sec. 14-217 prohibits keeping any nondomesticated animal, including skunks, large cats, and wild species. Minnesota also bars private ownership of regulated dangerous animals such as big cats, bears, and primates under Minn. Stat. 346.155.
Blaine City Code Sec. 14-217 makes it unlawful to keep, maintain, or harbor any animal prohibited by federal or state law, or any nondomesticated animal, expressly listing skunks and large cats of the cat family among banned species. Coon Rapids likewise restricts wild and dangerous animals under Title 6. Statewide, Minn. Stat. 346.155 prohibits possessing regulated animals (non-native big cats, bears, and most primates), with narrow grandfather and licensed-facility exceptions. Common domestic exotics like most caged birds, aquarium fish, and small reptiles are generally allowed, but venomous or dangerous species are not.
Keeping a prohibited animal is a misdemeanor in Blaine (Sec. 14-30); the animal may be seized and impounded. State violations under 346.155 carry seizure and civil penalties.
