Exotic and native wildlife are controlled by the state, not the county. Arizona Game and Fish rules (A.A.C. R12-4-406 and related) restrict importing or possessing many live wildlife species—large cats, primates, skunks, and many venomous reptiles—without a special license. Native animals get real protection under Title 17: a resident cannot simply take in an orphaned elk calf or fawn, cage a wild raptor, or keep protected reptiles. A Coconino County resident who keeps a restricted species can have the animal seized by conservation officers and face citation. Ordinary domestic pets are unaffected. Injured or seemingly abandoned wildlife should be reported, not adopted.
Possessing wildlife restricted by Game and Fish rules is unlawful; the animal can be confiscated by state conservation officers with fines and possible charges. The county refers these cases to Arizona Game and Fish.
