Even permitted species may require care consistent with state and federal animal welfare laws. Some species require USDA or CDFW permits for breeding or exhibition. Murrieta follows state law without generally adding further restrictions, but enforcement is typically by California Department of Fish and Wildlife or Riverside County Animal Services.
