It shall be unlawful for any person to own, harbor, or permit At Large any Exotic or Wild Animal without the written permission of the Animal Control Officer. Such permission shall be given only after a permit has been granted by the State of Missouri and only if it is demonstrated to the satisfaction of the Officer that the Animal will not constitute a threat to public health or safety so as to prevent the transmission of rabies or other diseases and prevent injury to both humans and Animals.
