Menifee, CA Animal Ordinances: Livestock (2026)

Riverside County's Land Use Ordinance No. 348 sets where and how many livestock may be kept in the unincorporated areas, by zone. In the A-1 (Light Agriculture) zone, permitted uses include the grazing of cattle, horses, sheep, goats, or other farm stock (not including hogs), including supplementary feeding, not to exceed five animals per acre of all available land; systematic rotation above five per acre is allowed so long as the total permitted number is not exceeded. For sheep or goats, the permissible number per acre may be multiplied by three, and there is no per-acre limit on sheep grazed to clean up unharvested crops for up to four weeks in any six-month period. These ratios apply to mature breeding and maintenance stock, not to offspring kept solely for sale or slaughter at the earliest practical age. Noncommercial raising of hogs is permitted up to five animals, but no more than two on parcels under one acre, and no hogs at all on lots under 20,000 square feet (both weaned and unweaned hogs are counted; Ordinance No. 431 governs hog ranches). Miniature pigs are treated separately: in agricultural zones up to five may be kept on lots of at least one acre, none may exceed 200 pounds, and each must be kept in an enclosure no closer than 30 feet to any property line. Larger residential zones allow only one to two miniature pigs depending on lot size. Commercial stables, pen-fed cattle operations, dairies, and livestock auction yards require a conditional use permit.
