Development Code Chapter 9.55 sets two permit tracks. A Home-Based Business Permit applies when activities occur outside or in partially enclosed structures, or non-resident employees visit; it is discretionary, appealable, and expires one year from approval unless exercised. Renters must obtain written owner consent before applying (Section 9.55.030.D). Per the FY 2024-25 fee schedule, planning review of a business license runs $42.18 and a Home-Based Business permit $216.87. Operating without the required permit or business license violates the Development Code; the City may issue administrative citations under Municipal Code Chapter 1.03 and suspend or revoke the permit under Development Code Chapter 9.20.
