Montebello Municipal Code 6.28.020 bars any ox, steer, bull, cow, horse, colt, calf, sheep, goat, or wild-species animal from running at large, being pastured or staked on public property, or being tethered on private property without adequate restraint and care. MMC 17.68.020 permits horsekeeping in residential zones only on lots of at least 10,000 square feet, with strict ratios (for example, two horses on lots under 1.5 acres) and detailed stall, fencing, and manure standards. Grazing of horses and bovine animals and private noncommercial poultry or rabbits is allowed in the R-A zone (17.68.020(C)). MMC 6.16.120 prohibits slaughtering cattle, horses, sheep, swine, or goats within the city except at a licensed slaughterhouse or for medical or scientific use.
Letting livestock run at large, keeping horses on undersized lots, or slaughtering animals in the city is an infraction under MMC 6.04.080 (up to $250 per day); loose livestock may be impounded under Chapter 6.32.
