Montebello prohibits feeding wildfowl, pigeons, ducks, squirrels, feral cats, wild dogs, and unlicensed animals that are not personal pets on any public or private property, treating it as a nuisance with escalating fines.
Montebello Municipal Code Chapter 17.90, adopted by Ordinance 2408 in 2018, declares it a nuisance for any person to feed wildfowl, pigeons, ducks, squirrels, feral cats, wild dogs, or unlicensed animals that are not personal pets on any public street or any public or private property in the city. MMC 17.90.020 broadly defines 'feed' as giving, placing, exposing, depositing, scattering, or distributing any edible material, including grain, seed, bread, fruit, or pet food, with intent to attract wildlife. The stated purpose (17.90.010) is to curb defacement, litter, and property damage and to discourage breeding of these animals. Feeding your own licensed personal pets is not covered by the ban.
Feeding covered wildlife is an infraction under MMC 17.90.040 with a fine up to $50 for a first violation, up to $100 for a second within one year, and up to $250 for each additional violation within one year.
