Montebello does not set numeric decibel (dBA) limits in its Municipal Code. Chapter 9.08 uses a 'loud and raucous noise' standard measured against a reasonable person, not a sound-level meter, and its zoning code contains no dBA performance standards.
Unlike cities that adopt a quantitative noise ordinance, Montebello does not codify decibel limits. Its noise rules live in Chapter 9.08, which prohibits loud and raucous noise under Section 9.08.020 and defines it in Section 9.08.030 as any sound disturbing a reasonable person of ordinary sensitiveness. There is no table of dBA limits by zone or time; enforcement turns on the reasonable-person test, the prima facie time windows in Section 9.08.050 (such as amplified sound audible next door 8 p.m.-7 a.m.), and the two-complaint rule. The zoning code (Title 17) likewise has no numeric dBA standard, relying on a general nuisance-prevention provision. Because Montebello is incorporated, the numeric standards in Los Angeles County Code Chapter 12.08 do not apply here.
Because there is no decibel limit, violations rest on the disturbance standard, not meter readings. Any loud or raucous noise is, under Section 9.08.060, a misdemeanor or infraction and a public nuisance. Two or more complaints create prima facie evidence.
