MMC 6.16.010 requires the animal shelter to spay or alter any cat before it is sold or given away, or to hold a sterilization deposit. Cats count toward the three-household-pet residential limit in MMC 17.14.020. Feeding feral cats that are not personal pets is prohibited as a nuisance under Chapter 17.90.
Keeping four or more cats without an approved kennel is an infraction under MMC 6.04.080 (up to $250 per day). No penalty applies for an unlicensed cat since cat licensing is optional.
