Montebello Municipal Code 6.28.010 makes it unlawful for any dog to be off the premises of its owner unless secured by a strong leash not exceeding six feet, continuously held by a competent person, or confined within an enclosed vehicle. MMC 6.08.060 defines an animal 'at large' as being off its owner's premises without such restraint. Law-enforcement dogs are exempt. Dogs at large may be impounded under Chapter 6.32. Allowing a dog off-premises without a leash of six feet or less is an infraction under MMC 6.04.080, punishable by a fine up to $250, with each day a separate offense; loose dogs may be impounded.
