Pasadena Dog Leash Laws Rules (2026): What You Need to Know

Pasadena Municipal Code Chapter 6.08 requires all dogs to be kept on a leash not exceeding 6 feet in length when on any public street, sidewalk, park, or other public area. The leash must be held by a person capable of controlling the dog at all times. Dogs may not be tethered to stationary objects on public property and left unattended.

All dogs in Pasadena must be licensed annually through the Pasadena Humane Society, which serves as the city's contracted animal control provider. A current rabies vaccination is required for licensing, and dogs must be vaccinated by 4 months of age. The City provides off-leash recreation opportunities at the Pasadena Dog Park in the Arroyo Seco area, where dogs may exercise off-leash in fenced enclosures. Separate areas for large and small dogs are provided. Dog owners must pick up and properly dispose of waste in all public areas. Aggressive dogs that bite or attack may be declared dangerous and subject to additional restrictions including muzzle requirements and increased insurance.
