140 governs animals in Palmdale's outdoor parks: subsection (E) requires that, except in designated off-leash areas, all dogs and cats must be kept on a leash or chain not exceeding six feet in length at all times while on park property, and subsection (F) makes the owner or custodian responsible for the dog's or cat's actions and requires the animal remain under full control at all times on park property. Dogs and cats are barred outright from DryTown Water Park, the Palmdale Amphitheater and the Best of the West Softball Complex, and the Parks Director may post additional individual-park prohibitions that all visitors must follow.

Trained guide, signal or service dogs are allowed in all parks during park hours regardless of these restrictions. 140(E) does not apply once inside, though dogs must still be leashed entering and leaving the area, and only dogs (no other pets) may use those areas absent written Director permission. 180 to penalize an owner or custodian who permits a dog to "run, stray or be uncontrolled or at large" on a public street, sidewalk, park or other public property, or on another person's private property, as a public offense if that dog bites, attacks or injures a person or domestic animal. 040.
