Palmdale, CA Animal Ordinances: Pet Groomer Rules (2026)

Palmdale's Zoning Ordinance defines "Animal sales and services" at PMC Section 17.16.010 to mean "retail sales of animals and/or services, including grooming, for animals on a commercial basis," and lists "domestic animal bathing and clipping salons, pet grooming shops, and pet stores and shops" as typical uses. The definition draws a boundary that matters for mobile groomers: it "excludes dog walking and similar pet care services not carried out at a fixed location and pet supply stores that do not sell animals or provide on-site animal services," so a van-based groomer with no storefront isn't reviewed under this classification the same way a fixed shop is.

Where the use lands in the zoning map is set by Table 17.47.020-1 (Allowed Uses, Commercial/Office Zones), adopted under PMC Section 17.47.020. Animal Sales and Services is permitted by right (P) in Regional Commercial (RC) and Village Commercial (VC), requires a Conditional Use Permit (CUP) in Neighborhood Commercial (NC) and a Minor Use Permit (MUP) in Office Flex (OFX), and is not allowed at all in Medical Flex (MEDFX) or Educational Flex (EDFX). A CUP or MUP application goes through the Review Authority process in PMC Division 2 before the shop can open. Parking is set separately: Table 17.87.060-1 (Required Number of Vehicle Parking Spaces) requires four spaces per 1,000 square feet for Animal Sales and Services, the same standard applied to other retail and service uses in that table.
