The property-maintenance ordinance (Chapter 8.40, Ordinance No. 2479) lists 'drought-tolerant ground cover' and other city-approved vegetation among acceptable treatments and requires landscaped areas to be kept healthy, litter-free, and irrigated. Developed lots must also meet the landscape standards in Title 17. At the state level, all California cities must implement the Model Water Efficient Landscape Ordinance (MWELO) or an equivalent for larger new and rehabilitated landscapes, favoring native plants over high-water turf. California Civil Code Section 4735 bars HOAs from prohibiting low-water plants or lawn replacement. Native plants suited to the San Gabriel Valley are encouraged, provided the yard does not become an overgrown or fire nuisance under Chapter 8.16.
There is no penalty for planting native or drought-tolerant species; the City encourages them. Enforcement arises only if a landscape becomes overgrown, dead, or a fire hazard, abated under Chapters 8.16 and 8.40.
