Montebello's code sets no numeric lawn or grass-height limit. Overgrown vegetation, weeds, and dead or diseased plants are treated as a public nuisance under Municipal Code Chapter 8.16, and owners must keep sidewalks and parkways free of weeds and overgrowth.
Montebello does not codify a maximum grass or weed height. Instead, overgrown vegetation is a public nuisance under Municipal Code Chapter 8.16, and the property-maintenance ordinance in Chapter 8.40 (Ordinance No. 2479) requires owners to remove weeds, dead or diseased trees, and pest-attracting plants and to keep sidewalks and parkways free of weeds and overgrowth. Dead plants or broken irrigation must be fixed within 72 hours, and properties must be kept equal to or better than surrounding well-kept lots. Because there is no mow-height number, enforcement is complaint-driven: Code Enforcement investigates and issues abatement notices, and has stated it can require removal only where vegetation overhangs the public right-of-way or is dead and a fire hazard.
Overgrown vegetation is abated as a nuisance under Chapters 8.16 and 8.40, using enforcement tools in Chapters 1.12 and 1.14. The City may issue administrative citations, order abatement, and abate at the owner's expense if the owner fails to comply.
