Montebello is one of few Los Angeles County cities that still permits state-approved 'Safe and Sane' fireworks. They sell only from permitted nonprofit stands and may be discharged only on July 4 between noon and 10 p.m. All 'dangerous' fireworks stay banned.
Montebello regulates fireworks under Chapter 8.20 of the Municipal Code, enforced by the independent Montebello Fire Department. 'Safe and sane' fireworks are legal, but only qualified nonprofits based in the city may sell them under a city permit (MMC 8.20.020). No more than twenty stand permits issue citywide, one per group (MMC 8.20.050). Sales run 10 a.m. July 1 to 8 p.m. July 4, with a possible June 28 start authorized by the fire chief (MMC 8.20.100). Discharge is limited to July 4, noon to 10 p.m. (MMC 8.20.140), no closer than 10 feet to any building (MMC 8.20.150). 'Dangerous' fireworks — firecrackers, bottle rockets, aerial shells — are banned outright (MMC 8.20.130).
Chapter 8.20 violations draw administrative fines under MMC Chapter 1.14 (MMC 8.20.180); illegal fireworks are confiscated by the Fire Department. Using 'dangerous' fireworks also violates Health & Safety Code 12700, a misdemeanor with a $500–$1,000 fine.
