The City of Downey allows the sale and use of 'Safe and Sane' fireworks bearing the California State Fire Marshal's seal. Legal fireworks may be purchased between July 1st and July 4th from licensed community sales booths only. Discharge is permitted only on July 4th from 3:00 PM to 10:00 PM in the presence of a responsible adult. Possession of fireworks by anyone under 18 is prohibited. Fireworks purchased from other states, online, or from any other source are illegal. Any firework that launches into the air, propels across the ground, or explodes is illegal to sell or possess.
Fines start at $2,000 for a first offense and increase up to $3,000 for subsequent offenses. Property owners can be held responsible for illegal fireworks used on their property. The Downey Police and Fire Departments enforce zero tolerance policies during July 4th.
