San Clemente allows livestock only where the Zoning Code permits. SCMC 6.24.010 bars keeping any animal within 100 feet of another occupied residence, and specialty-animal rules require zoning compliance and a 100-foot setback from adjacent structures.
SCMC 6.04.010 defines livestock broadly to include cattle, horses, sheep, goats, swine, poultry, rabbits, and equines. San Clemente is a built-out coastal city, and livestock keeping is governed by the Zoning Code plus Title 6. SCMC 6.24.010 bars keeping any animal within 100 feet of another occupied residence unless zoning allows, and caps non-dog/cat animals at six per residential property. Livestock kept as specialty animals must, under SCMC 6.44.020, meet the Zoning Code minimum lot size (SCMC 17.16.060), be kept humanely, and have pens at least 100 feet from the nearest adjacent structure. A 'horse stable' (three or more horses) is a defined use. Keeping is administered by the Coastal Animal Services Authority (CASA).
Keeping livestock contrary to zoning, the setback, or the six-animal cap of SCMC 6.24.010 and 6.44.020 is an infraction, rising to a misdemeanor on repeat Title 6 violations (SCMC 6.04.070). Unsanitary conditions are abatable under SCMC 6.24.060.
