San Clemente's Landscape Standards require drought-tolerant, water-efficient landscaping for new and rehabilitated projects. Under Municipal Code Section 17.68.040.C, California native plant species must make up at least 60 percent of required landscaped areas, and landscaping must consist primarily of drought-tolerant living plant material. Invasive and noxious species are excluded.
Chapter 17.68 (Landscape Standards) of the Zoning Code governs required landscaping. Section 17.68.040.C mandates that California native plant species be planted in at least 60 percent of required landscaped areas, and landscaping must consist primarily of drought-tolerant living plant material. Plant selection must exclude invasive or noxious species and favor low-water-use plants identified by the California Department of Water Resources. In front-yard setbacks, at least 50 percent of the area (45 percent on lots 40 feet wide or narrower) must remain permeable and landscaped. Projects meeting size thresholds must also comply with the State Model Water Efficient Landscape Ordinance (MWELO). These standards apply to new development and significant landscape rehabilitation rather than routine replanting of an existing yard.
Non-compliant required landscaping can be denied at plan review or cited under Code Compliance for failure to install or maintain approved landscaping. Chapter 17.68 requires ongoing maintenance of required landscaped areas.
