San Clemente broadly bans parking RVs, trailers, campers, and trailer-mounted boats on any city street, publicly used lot, or alley for more than four hours, with a free city permit extending loading and unloading windows for residents.
SCMC 10.28.230(C) states RVs, buses, camp trailers, campers, house cars, and boats shall not park on a city street, designated public lot, or alley for more than four hours; a vehicle is deemed still parked unless moved at least one-half mile within any four-hour period. Unattached trailers may not be left on the street for any time. Residents may load or unload immediately adjacent to their own property for up to 24 hours, extendable to 72 hours with a free city parking permit issued by Police Services (10.28.230(D)). On residential property, boats, trailers, and oversized vehicles must sit at least 20 feet back from the curb and be partially screened per SCMC 17.64.080.
Parking an RV, camper, or boat trailer on a city street beyond four hours without a valid loading permit is a Municipal Code violation, subject to citation, fines, and towing by the Orange County Sheriff providing police services.
