San Clemente lets residents park in driveways but keeps boats, trailers, and oversized vehicles at least 20 feet back from the curb with partial screening, and allows only limited driveway loading round-trips each year.
Under SCMC 17.64.080, boats, trailers, and oversized vehicles parked on residentially zoned or developed property, including in driveways, must be set back at least 20 feet from the back of the curb (or edge of the improved street where no curb exists), unless fully enclosed in a garage, carport, or behind a screening fence or wall. Such vehicles must be partially screened by a fence, wall, or hedge at least 50 percent opaque and generally six feet tall. For loading, driveway parking of these vehicles is exempt from setback and screening rules for up to six round-trips per calendar year, each being one 48-hour loading period plus one 48-hour unloading period, with no two within a three-day period.
Parking an oversized vehicle, boat, or trailer in a driveway inside the 20-foot setback without screening, or exceeding the six annual loading round-trips, is a zoning-code violation subject to code enforcement and fines.
