San Clemente's annual Weed Abatement Program treats overgrown weeds and dry vegetation as a fire hazard and nuisance. Owners must clear weeds and debris by May 15 each year, cutting vegetation to one inch or lower, and keep lots clear year-round. The City abates non-compliant parcels and bills the owner.
Each April the City mails abatement notices to owners of undeveloped and vacant parcels, ordering that weeds and debris be cleared by May 15 and cut to one inch or lower. The program's stated purpose is to limit fire hazard and mitigate nuisance. If a parcel is not cleared by the deadline, the City's Weed Abatement Contractor clears it between May 15 and July 1, and the owner is billed the City's cost plus an administrative fee. Overgrown vegetation and weeds on private property are also enforceable Code Compliance violations under the San Clemente Municipal Code beyond the annual vacant-lot program.
Failure to abate by May 15 leads to City-contracted clearing billed to the owner with an administrative fee. Unpaid amounts are forwarded by City Council resolution to the County Assessor in August as a special assessment lien on the property.
