San Clemente has no general private-property tree-trimming permit, so trimming your own trees is usually allowed. Street trees and trees in the public right-of-way are City-managed under Title 12 and may not be pruned without City authorization. Scenic-corridor trees are protected under the Master Landscape Plan.
The San Clemente Municipal Code does not impose a citywide protected-tree or heritage-tree pruning permit for ordinary private-property trees, so routine trimming of trees on your own lot generally needs no City permit. Trees within public rights-of-way and public facilities are regulated under Title 12 (Streets, Sidewalks and Public Places, including Chapter 12.28), and work on those trees is performed or authorized by the City. Chapter 17.68 (Landscape Standards) requires landscape trees to be planted and maintained so they do not damage sidewalks, curbs, gutters or utility lines, using root-control barriers near trails and curbs. Scenic-corridor trees (e.g., coastal live oak, eucalyptus, jacaranda) are preserved under the City's Master Landscape Plan for Scenic Corridors.
Damaging, topping or removing a City street tree or public right-of-way tree without authorization can result in code citations, restoration/replacement costs and stop-work orders. Improper trimming that damages sidewalks or public improvements may trigger repair liability under Title 12.
