Section 8.48.070(D) targets yelling, shouting, hooting, whistling or singing on the public streets, calling it out particularly between the hours of 10:00 p.m. and 7:00 a.m., though the section also reaches such noise at any time or place if it disturbs the quiet, comfort or repose of people in an office, dwelling, hotel or elsewhere in the vicinity. That behavioral curfew works alongside the chapter's numeric standards: Section 8.48.050 drops the allowable exterior noise level on residential property from 55 dB(A) during the day to 50 dB(A) overnight, and Section 8.48.060 similarly lowers the interior residential limit from 50 dB(A) to 40 dB(A) at night, so the same activity that is tolerated at 3:00 p.m. can be a violation at 11:00 p.m. even without shouting involved.
