Under SCMC 6.44.010 (Ord. 1797, eff. 11-4-2025), a private kennel/cattery permit is required of anyone owning four or more licensed dogs or cats four months of age or older, or any specialty animal. SCMC 6.24.010 restates this: keeping four or more dogs or cats within 100 feet of another occupied residence requires the permit, and keeping more than six animals other than dogs or cats on a residential property is prohibited. So three dogs and/or cats is the effective no-permit limit. Dogs four months and older must be licensed with the Coastal Animal Services Authority (CASA) and wear the tag (SCMC 6.10.010); cats are optional (SCMC 6.10.130). Dogs must also carry current rabies vaccination (SCMC 6.08.010).
Keeping four or more dogs or cats without a private kennel permit, or more than six non-dog/cat animals, violates SCMC 6.44.010 and 6.24.010 and is an infraction, escalating to a misdemeanor on repeat Title 6 violations (SCMC 6.04.070).
