Carroll County, GA Animal Ordinances: Mandatory Spay/Neuter (2026)

Carroll County, Georgia has no blanket spay-or-neuter mandate for pet owners in the unincorporated county; Chapter 14 does not require sterilization of every dog or cat kept as a pet. What § 14-56 does regulate is adoption from the county shelter: when an impounded animal becomes county property under § 14-54 (typically after the three-day minimum hold goes unclaimed), the Animal Control Department may convey ownership to a new adopter only 'subject to conditions prescribed by the department,' and the section lists three specific conditions the department can impose.

First, the adopter must pay an adoption fee set by the board of commissioners plus any vaccination, licensing or veterinary costs. Second, the adopter must provide evidence the animal has been, or will be, examined by a veterinarian and vaccinated against rabies and other disease. ' The code does not specify a deadline for post-adoption sterilization or a penalty distinct from the adoption arrangement itself, and it leaves the department discretion to set the exact terms case by case.
