Summary
Charleston County does not require every pet to be spayed or neutered, but any dog or cat impounded by animal control must be sterilized, or the owner must pay an escalating "intact redemption fee," before it can be redeemed, under County Code § 3-6. Every animal adopted from the county shelter must likewise be sterilized before release, per § 3-10.
(c)... The redemption fee shall include an impoundment charge, the cost of sterilization or the intact redemption fee, and payment for daily boarding costs for animals, excluding livestock, as assessed by the county. If an Animal has previously been sterilized before its impoundment, the cost of sterilization or the intact redemption fee shall not be charged in the fees set forth herein... (f) Sterilization; intact redemption fee. No impounded pet may be redeemed without a) first having been surgically sterilized and a fee paid therefor, which fee shall not exceed the fee charged by the animal shelter operation for the sterilization of animals prior to adoption, or b) paying an intact redemption fee as assessed by the county to redeem the pet intact. If an intact pet comes to be impounded for a second or subsequent time in a calendar year, the owner shall pay an increased intact redemption fee as assessed by the county. These provisions shall only apply to pets whose owners' residence is within the unincorporated area of Charleston County.

" An owner who declines the shelter's sterilization may instead arrange it with a veterinarian of their own choosing and pay all costs, in which case the shelter must transport the pet to that veterinarian and the owner must provide proof of sterilization back to the shelter before the pet is released. Separately, § 3-10(c) requires that "all animals adopted by the animal shelter operation shall be surgically sterilized or have provisions made for the animal's surgical sterilization prior to release for adoption," and no animal over three months old may be released without prepaid rabies vaccination.
Violations & Fines
It is unlawful to release an impounded pet from custody without proper authority, or to resist an animal control officer during impoundment, under § 3-6(e). An owner who refuses both sterilization and the intact redemption fee simply cannot redeem the pet, and other Chapter 3 violations carry the county's general penalty at Sec. 1-8: a fine up to $500.00 or up to 30 days in jail, with continuing violations counted as separate offenses per day.
