East Baton Rouge Parish, LA Animal Ordinances: Mandatory Spay/Neuter (2026)

Sec. 1(a) states that all animals adopted from the animal shelter shall be spayed or neutered prior to leaving the shelter, with the shelter's contracted veterinarian responsible for the procedure and adoption fees set under the schedule referenced in Sec. 1. Under Sec. 1(b), the new owner must then have the adopted animal examined, licensed and vaccinated against rabies by a private veterinarian within a period set in the adoption contract, capped at twenty-one days after adoption; failure to meet that deadline can lead to the animal control and rescue center seizing the animal or pursuing legal action in court.

Sec. 1(c) gives the adopter fourteen days to return the animal for exchange or refund if it becomes sick or dies for reasons other than traumatic injury, the owner's negligence, or the owner's lack of general pet-care knowledge. Outside the shelter system, the parish does not force every owner to alter a pet, but Sec. 14:201(b) creates a strong financial incentive: the annual registration and tag fee is ten dollars for a spayed or neutered dog, cat or ferret (or one under six months old), and twenty dollars for one that is not altered.

That same spayed/unaltered split carries into the impoundment redemption fee schedule at Sec. 14:207, where fines for at-large infractions run higher for a fertile animal than a sterilized one at every tier. Separately, Sec. 14:208 lets the Animal Control and Rescue Center require, at its discretion, that a dog classified as dangerous be spayed or neutered.
