Full Breakdown
065G requires anyone who adopts a dog or cat from Animal Services, or from any other agency that accepts unwanted or abandoned animals, to have that animal spayed or neutered. If the animal is too young for the surgery at adoption, the owner has four months from the adoption date to get it done; if the dog or cat is already over six months old at adoption, the deadline shortens to one month after the animal is turned over to its new owner. 065: an owner reclaiming an impounded animal must show proof of ownership and pay the impoundment fee, a daily care fee, license and rabies vaccination fees if required, and any medical care fees; no impoundment charge applies if a court finds no violation occurred.
Under subsection F, if an impounded animal is not redeemed or adopted within 72 hours, Animal Services is authorized to euthanize it, and no live animal may be given out for surgical or medical research under subsection E. Separately, subsection H makes it a violation to fail to reclaim an animal within five days after being notified it is ready for release. 070 requires every dog with adult teeth or six months of age to be licensed, with proof of a rabies vaccination on file before a license issues.
Violations & Fines
Failing to spay or neuter an adopted dog or cat within the one- or four-month window set by LC 7.005.065G is a Class A violation. Failing to reclaim an animal from Animal Services within five days of notification that it is ready for release is a separate Class A violation under LC 7.005.065H. Animals not redeemed or adopted within 72 hours of impoundment may be euthanized by Animal Services under subsection F, and license fees, impoundment fees, daily care fees and any required medical fees must all be paid before an animal is released back to its owner.
