Summary

Merced County doesn't require every pet to carry a microchip, but any dog or cat impounded for biting someone, or ruled potentially dangerous or vicious, must be implanted with a microchip at the owner's expense before animal control will release it.

These county ordinances apply to unincorporated areas of Merced County. Incorporated cities within the county may have their own rules that take precedence over county-level regulations.

All animals that have been impounded for biting or having been deemed potentially dangerous or vicious as outlined in Sections 7.04.290 and 7.04.292 of this chapter must be implanted with a microchip at the owners or custodian's expense prior to redemption.

Full Breakdown

290; the owner cannot get the animal back from the shelter without paying for and completing the implant. 190(C) separately gives an already-microchipped animal a practical advantage: if it is impounded while wearing a chip or a current county license, the animal control manager must make a reasonable effort to notify the owner of where and when it was picked up. 210 remain the countywide baseline requirements instead. 190(G).

Violations & Fines

An owner cannot redeem a biting or dangerous animal from the shelter until the microchip is implanted and paid for; refusing to pay the required fees is treated as abandonment under Section 7.04.190(E)(3), a misdemeanor punishable by up to $1,000, imprisonment, and restitution of the county's costs.
