King County Code Title 11 requires every dog and cat over eight weeks old to be licensed annually with Regional Animal Services; microchips are strongly encouraged and used by RASKC to reunite lost pets with owners.
King County Code Title 11.04 requires dogs and cats over eight weeks of age to wear a current RASKC license tag. Pet licensing fees fund Regional Animal Services field officers, the Kent shelter, and lost-pet reunification. While microchipping is not mandated countywide, RASKC scans all impounded animals for chips and links chip registries to the license database. Cities that contract with RASKC (the majority of King County's 39 cities) follow the same licensing rules. Discounted licenses are available for spayed/neutered, senior, and service animals under KCC 11.04.030.
Failing to license a dog or cat over eight weeks old is a civil infraction under KCC 11.04, with fines and impound fees collected by RASKC.
