Regardless of number, the nuisance rules in Sec. 4-27 (noise, odor, running at large) and humane-care standards in Sec. 4-32 apply. Cities may impose their own numeric pet limits.
Failure to register 11+ animals is a civil infraction under Chapter 4 enforced through the Special Master; nuisance violations carry $150-$500 fines.
