Collier County Code sets no fixed numeric limit on household dogs or cats. Instead, keeping animals commercially triggers licensing: a person who breeds three or more litters a year, or offers dogs or cats for breeding, is a regulated breeder needing a business tax receipt. Zoning also limits kennels.
Chapter 14 does not cap the number of pets a resident may keep, but scale matters. Sec. 14-28 defines a breeder as anyone required to hold a business tax receipt who sells or breeds three or more litters of dogs or cats per year, or offers one or more for breeding or stud. All dogs and cats over four months old must be individually licensed (sec. 14-33), and every animal must receive proper care (sec. 14-36), so a large collection kept in deteriorating conditions can be cited as hoarding. Commercial kennels are also limited by Land Development Code zoning.
No penalty for simply owning several well-cared-for pets. Operating as an unlicensed breeder or kennel, or keeping animals in unsanitary conditions, brings citations under ch. 14 and zoning enforcement.
