Chapter 4 of the Code of Ordinances, readopted by Ordinance No. 25-25, licenses dogs, cats and ferrets four months of age or older, but it never states a maximum number per household. Section 4-27(1)g instead makes it unlawful for any person to keep animals that are dangerous to the public health, safety or welfare by virtue of the number or types of animals maintained. If animals are kept for profit rather than enjoyment, the premises become a kennel or cattery under Section 4-19. The Land Development Code does set one hard count: Section 34-1293(b) limits Vietnamese pot-bellied pigs to four per dwelling unit in residential districts.
