The county does not publish a flat numerical limit on the number of dogs or cats a household may own; ordinary pets are governed by licensing (Sec. 4-40), rabies (Sec. 4-62), leash (Sec. 4-23), and nuisance rules. However, Virginia law defines a 'kennel' as any establishment keeping five or more canines, felines, or hybrids for boarding, breeding, hunting, training, renting, buying, selling, or showing. Under PWC Code Sec. 4-28, keeping enough dogs to meet the kennel definition requires a county kennel license (annual fee $20 for 5-10 dogs, $25 for 11-20, $50 for 21 or more) and Zoning approval. Excessive animals may also be abated as a nuisance or under animal-cruelty limits.
