New York General Business Law section 753-g, enacted by the Puppy Mill Pipeline Act and effective December 15, 2024, prohibits any pet dealer in Nassau County from selling, exchanging, or offering dogs, cats, or rabbits acquired from breeders or brokers. Stores may charge fees to a 501(c)(3) shelter or rescue using their space for adoption events, but the store cannot screen or own the animals. Existing inventory had to be cleared by the effective date. Enforcement is handled by the New York Attorney General and Nassau County Department of Consumer Affairs. The law preserves licensed hobby breeders and direct breeder-to-consumer sales.
