Glen Cove Chapter 87 prohibits any dog, licensed or unlicensed, from running at large in the city. All dogs must be restrained and controlled with a leash at all times, with the only exception being the designated off-leash area inside the Dennis Murray Park Dog Park at the end of Leech Circle Drive South.
Chapter 87 implements New York State Agriculture and Markets Law Article 7. Dogs found at large may be impounded by the Animal Control Officer or Cove Animal Rescue, which holds the city's shelter contract. The 'at large' definition includes dogs off the owner's property without a leash, dogs left tethered in a manner that allows them to reach a public way, and dogs that habitually escape and roam. Owners are also responsible for cleaning up after their dogs in public areas under Chapter 87. Repeated nuisance complaints can trigger 'dangerous dog' proceedings under NY AML Β§ 121.
