Section 87-24, in Article II, Dog Control, of Chapter 87, does not turn on a dog's breed; it applies once a dog is deemed vicious and sets conditions the owner must meet to obtain or keep a City license. Subsection A bars the City Clerk from licensing a vicious dog unless the owner proves liability insurance of at least $100,000 covering damage or injury the dog may cause during the twelve-month license period. Subsection B requires that insurance to stay in full force for as long as the license is active, and makes failing to obtain or maintain it a violation carrying a mandatory fine, not a discretionary one, of not less than $100 for a first offense, $200 for a second, and $300 for a third or subsequent offense within five years.

Subsection C sets a minimum age of 21 for anyone seeking to own or license a vicious dog, and requires the applicant to present adequate proof of age to the City Clerk. Subsection D phases in the section for dogs already licensed as vicious when it took effect: the new requirements apply once that existing license comes up for renewal. Section 87-21(B) cross-references this section, warning any owner seeking a dog license that a vicious-dog license must also satisfy Section 87-24. The chapter does not define 'vicious dog' itself, so what counts as vicious for licensing purposes runs off the definition in the state Agriculture and Markets Law that Section 87-20(B) incorporates for terms the local article does not define.
